Anti-Bullying & Anti-Harassment by Shenandoah Titus

Shenandoah Titus, Esq., is the Founder and CEO of WARN (Whistleblower Anti-Bullying Resource Network). A Native American (Cheyenne) and African American by heritage, he served in leadership positions within municipal, state and federal government for over 21 years – most recently with the United States Department of Homeland Security (DHS).

He was the first Human Rights Director of Amherst, MA., where he authored the region’s first Human Rights Bylaw and served on the Attorney General’s Task Force on Hate Crimes. He later served as the Human Rights Director of Somerville, MA., and thereafter Deputy Director of the Transit Police Department, Massachusetts Bay Transportation Authority (MBTA), Boston Headquarters.

During his career in the Federal Government, he served as Senior Policy Advisor for the Transportation Security Administration (TSA) Headquarters, and subsequently the first-ever Program Manager for the Department of Homeland Security Headquarters Anti-Harassment Unit. During his tenure at DHS Headquarters, he was named a DHS Senior Fellow (leadership program) and received the prestigious DHS Secretary’s Award for Excellence.

As a whistleblower himself, Attorney Titus resigned from DHS on April 13, 2018 and founded WARN on Independence Day, July 4, 2018. He prevailed in his whistleblower retaliation and harassment action against DHS, in which he reached an honorable settlement on July 27, 2018.

Attorney Titus earned his Bachelor’s and Master’s (MPS) degrees at Cornell University, where he received various honors, including being named to the Dean’s List and recognition as an Outstanding Senior. He holds a second Master’s (ALM) degree with a concentration in Government from Harvard University. He earned his Juris Doctor at Western New England University School of Law. Attorney Titus completed a 24 – week executive program at Harvard Law School.

He is licensed to practice law by the District of Columbia Court of Appeals Bar (DC Bar). He is a national consultant, speaker and author of three books.
